Can we say HAWTHORNE!!!!!

First, a Ddg thank you to the sender of this information. When you go out and send us information, it makes our job so much easier.

What is Hawthorne and why does it matter? Hawthorne was/is a supplier of maintenance supplies to the Laramie County Sheriff's Department.

Back in June 2003 in the first year of glick's regime, the budget year was closing out. So all the money would have to be spent from the 2002-2003 budget year. Any money not spent prior to June 30th with the items received by the purchaser by July 1st would go back into the general budget and the items ordered would be charged against the next year's budget..

The following information is available at the Laramie County Clerk's Office/Financing. It refers to Laramie County Purchase Order Voucher #046042 which covers Hawthorne invoices # 375144, 375194, 375194-1, 374582, and 375030. All were ordered by Captain long (Laramie County Sheriff's Dept.)

The Laramie County Purchase Order voucher shows the items ordered, and signed for as being "received" by then Laramie County Commissioner Jack Knudson. But wait, the one item on 375030 is listed as paper/liner at $20,044.32?

From the invoice #375030 the item is listed as one misc supplies and described as chemical, paper and liner.

Now it gets interesting. It is a letter in the file dated September 3, 2003 and sent from Robert Cook (Accounting Manager-Laramie County Clerk's Office) to the Laramie County Clerk, Debbie Lathrop. Cook raises issues that should rightly be raised regarding Hawthorne Maintenance being prepaid $20,000.00 (paying for items not yet  received by the purchaser-a violation of Laramie County budget procedures-and possibly state statute).  A call to Meg at Hawthorne confirmed that long had requested that they submit invoices for a years worth of supplies.

Issue #1 "Overstatement of FY 2003 expenditures."
Issue #2 "Understatement of FY2004 expenditures."
Issue #3 "Jack Knudson signed an attest statement that the "items have been received.""
Issue #4 "A vendor submitting fabricated invoices."
Issue #5 "Management participating in a practice to pad their budget through a deceptive practice."
Issue #6 "County money being held in an uncollateralized, unauthorized account."

"I am concerned about the possibility of other prepayments. This sounds a lot like some of the claims made against the Barrett administration. Please let me know how you would like me to proceed."

There was not any reply in the file. So did Lathrop simply blow this off?

Why was long allowed to pay ahead when obviously it should not have been done?

Has this continued to be a standard budget practice for the sheriff's department under glick?

What action was taken if any with long? Or did this just "fall into a crack somewhere, never to be heard from again"?

Finally Ddg asks, what else has been going on with the budget since 2003 that falls into the same category and has been ignored?

  1. Hawthorne is just another example of Danny Glick not following rules and violating the law. Bill Long should have known better as I don't believe this is the first time he has done this. Long has been deceiving the public for a long time and I am not surprised by this. Long is mis-leading the public on the proposed juvenile detention facility by claiming it will save the taxpayers money and reduce liability. Under Long and Glicks's watch the County has been sued over 17 time over jail problems. The County has not been sued once for housing juveniles at then FCS and now Cornerstone. How is Glick's proposal for the new facility going to reduce liability. Expect the lawsuits to triple if Glick and Long are responsible for the new juvenile facility they are trying to shove done your throat. Cost wise the County pays Cornerstone about $500,000 a year. The new Detention facility will cost the County about $800,000 to run. How is that saving taxpayer's money? Glick and Long are lying to the public about this issue. The Hawthorne debacle is just another reason to get rid of them and put responsible, honest people back in charge of the Department.

  2. I think Mark Voss, the County Attorney, or the D.A. should look into this. Maybe Voss can learn something from doing other cases instead of losing Glick's unemployment hearings.

  3. This kind of stuff has been going on for years. THEN County Attorney Peter Frohlicher knew all about this situation and chose to do what Debbye Lathrop did, nothing.

It is time to get Glick and his followers, gone from Office.

  4. Did you know people were threatened over this coming out? I believe the person doing the threatening was no other than Pam Glick! Guess she was afraid that it would show her husband was not quite as honest and forthright as she had lead everyone to believe!

Sorry GG that you lost your job over this.

  5. This information was given to the Casper Star and KGWN Channel 5. Neither news agency chose to report on it. And we all know how the Tribune Eagle paper in Cheyenne feels!!!! Eckhardt and Glick are either drinking buddies or butt buddies! Reed has his nose so far up Glick's backside and nothing will EVER get published in WTE that shows what a loser Glick is... no matter how true it is! When this information was shared with a current employee at the Sheriff's Department their response was, "No wonder why Lathrop has been telling Glick how to run his department over the past few years."

  6. And lets make sure that everyone knows this.....before anything leaves the Sheriff's Department for payment from the budget office, EVERYONE in command staff signs the little piece of paper. Yes, Danny signs, Bill Long signs and so does Hillegas. All the signitures are on this document before payment can be made. So just to be clear, they ALL knew what was going on when they were trying to hide this money from the county budget office.

  7. If I recall this is not the first time that Long has done this. Hillegas after coming back from the FBI Academy either charged or tried to charge his personal t shirts to the County. I was told about $800 worth and that he had to re-imburse the County.

  8. Believe it or not Peter Frohlicher was an honest and ethical man. Even though he was a bleeding heart liberal I respected him. He never would have allowed the abuse that Mark Voss has done as County Attorney! I think after the Sheriff election we should focus on Voss and Commissioner Ketcham. It's time for a change!

  9. Pam has now seen that the Hathorne issue has been brought to light. Her threatening and intimidating ways are getting worse. I really feel sorry for Thompson's and Raybuck"s when Glicks lose. Everybody needs to be aware that when things start happening to their cars, to their homes and everything else, look no further than Pam Glick.
