Be Safe Out There

As Christmas Day and the New Years Eve holiday approaches, Ddg would again thank those that stand on the line to protect and serve the citizens of Laramie County. Your sacrifice and willingness to do a job that few can or most would not want to do is very much appreciated. You do not hear it often enough, but Thank You, each and every one that does the job. Especially those of you that work without the fanfare or recognition that you deserve. Be safe out there.




To longshanks and his administration, a few lumps of coal are more than you deserve. You will have to pat yourselves on the back because people do know the truth.

Fairfield Inn

Just having a look at last weeks shooting at the Fairfield Inn. A few of the things that come to mind.

First and foremost, a speedy recovery to the deputy and thanks that he was not injured more seriously than he was.

Secondly and much more important, remember when longshanks was running for sheriff and complaining that Sheriff Allsop was not training the deputies properly? Ddg sure does! After only two full terms in office and headed into his third, longshanks is directly responsible for the lack of training. So now the training has obviously regressed to a point where the deputies on the street are not being trained to handle an emotionally disturbed (ARMED) person call properly.

Here are some of the rules that were taught at the department prior to glick's regime taking over. They managed to keep deputies safe, for some odd reason.

First rule, everyone goes home at the end of shift, preferably in good shape. You and your partners are at the top of the list along with the uninvolved citizens. If you get hurt, who takes care of your family/loved ones? Who protects the citizens?

Second rule, A suicidal subject is considered homicidal. Whether it be suicide by cop, homicide of a loved one and then suicide, or taking out any of the responders before surrendering, dealing with suicidal subjects is a high risk call. No question.

Third rule, Lethal cover is in place before deploying less/non lethal force when confronted with a deadly force situation. You go one up on force, so the first rule will apply.

What is being taught for street survival there makes the experienced deputies wince. The various information that Ddg gets on the BS that passes for training now is scary. Almost as scary as the paranoid sergeant that continually preaches to his shift on a daily basis about all the bad people out there that will shoot them. Hey sarge, the real idea is to be prepared, not paranoid. Of course you are outstanding in your field, at least in your own mind.

Yes, it is not a nice world out there sometimes. Proper training and proper preparation can make all the difference. Unfortunately, the department will have to live with the training that is approved by glick. The buck does stop at his desk, not matter how he tries to spin it. Hopefully there will not be any other deputies getting hurt where it could be avoided.

New Promotions

Just as Ddg predicted, the new lieutenant promotion went to one of the sergeants that has spent more time brown nosing in the office than doing his job. Truthfully, that was not a hard prediction to make considering the amount of BS currently in play at the department.

So now the patrol division is up to two (count them) lieutenants doing a job that was done under former Sheriff Allsop with one lieutenant. Hey longshanks, don't give us that drivel about how things have changed and another administrative slot is needed!

A street sergeant that was also known for causing more problems than he solved was "promoted" to the personnel sergeant position. JH does, however, have the hooks into longshanks' regime, but will this cure his "wandering?"

As to the newly promoted sergeants, Ddg will reserve judgement. Their actions and character (or lack of it) will be duly noted and reported.

By the way, was there a promotion listing published of the elgible deputies/sergeants that actually applied for the open positions and their placement in the standings? Or was it just a smoke screen for the promotional process this time that involved out of department evaluations with longshanks making the final decision as usual?

A Few Good Supervisors

Being a sergeant is one of the hardest jobs to get and keep, that is if you do it right. Doing it right does not necessarily mean pleasing the sheriff. Doing it right means what it says. In this politically correct world, it means doing the right thing all the time, not just the politically expedient right thing.

An old retired guy once was told that "your job is to keep the sheriff out of trouble" when he made sergeant. This ORG took that as meaning that he needed to be sure that things were done legally and in the right manner every time, no exceptions.

Does that mean when someone has been a sergeant for some time that they have been doing the job right? Not necessarily, because the lack of leadership at the higher levels at the sheriff's office have, over time,  led to an erosion at the sergeant's level. When you have a sergeant that used on duty time (not personal time) to watch his child play soccer (leaving the shift short), when you have sergeants that were politically promoted (and in at least one case circumventing the written promotion process), when you have sergeants that spend more time playing politics in the office instead of spending the time supervising on the street, now you have a systematic failure that starts at longshanks' desk and works its way down through the captain, lieutenant, and sergeant levels to the street. When these shortcomings were brought to the administration's attention, they were promptly ignored as you cannot have the chosen ones getting in trouble, can you longshanks?

A professional sergeant is not concerned with the atta boys and the like. He knows that his job is to make the hard decisions at the first line supervisory level that need to be made when they need to be made. This is not done over coffee the next morning. He may not be popular by doing the job right, but he has the personal knowledge and satisfaction that he has done the job right, accolades be damned.

Look at the street supervision at the sheriff's office and you will see how few of the professional supervisors there really are.

Say It Ain't So, Joe

So now the newer patrol lieutenant is putting in his retirement papers. Heading for greener pastures, no doubt.

So that raises a question or two.

Does the department go on with one patrol lieutenant (like Sheriff Allsop effectively did) or is there another additional lieutenant to be promoted to a job that one qualified person could handle? Will the promotion go to one of the politically correct sergeants that are well known for spending more time on the lot kissing up than doing their assigned job of supervising the street deputies?

Does this retirement have anything at all to do with an off duty incident involving said lieutenant? Ddg hears that it is better to be pissed off than pissed on.

Openings for Supervisors

So the promotions once again rear their ugly head. Will it be like last time when the sergeant (CB) that was promoted anointed was not even on the sergeant's list? Will there be a politically correct selection in the top three that longshanks will give his nod to and prevent a repeat of the last anointment?

Will any deputy even remotely qualified decide to put their hat into the ring, even though their chance of making sergeant will be between slim and none?

Replacing Gerry Luce (Personnel) (political appointee)  with a sergeant position is nothing new. Replacing Luce with someone that would actually do the job and return telephone calls would be something useful.

Twenty years means WHAT????

So now, once your twenty years are in, you are no doubt called up to a departmental gathering before your peers to be honored and given a reminder of your twenty years of service to Laramie County. Twenty years that included running towards the bad guys instead of away from them, time spent away from family because law enforcement does not take a holiday, and dealing with situations that every day people would not have the ability, courage or stomach to handle.

You are thanked for your service and spoken of well by the administration that puts on these gatherings.

NO, it doesn't happen that way unless you are connected. Seems as though a street deputy that recently got his twenty years in also got a notice to check in at the front desk. There he received an empty award box from a records clerk to commemorate his twenty years. longshanks and his staff must have been too busy to give the empty award box to the deputy in person. Talk about an embarrassing lack of leadership abilities, but in this administration, that is nothing new.

Move Along, Nothing Here To See

Odds are that the recent decision by Judge Peter Arnold against former Laramie County Deputy Sheriff Sean Ringrose will be overturned at the Wyoming Supreme Court level. Judge Arnold has a long history of making the wrong decisions. This case will no doubt add to that history.

The judge wrote that "Ringrose displayed unsatisfactory work performance in not preventing Edwards from leaving the scene after the fight and .........."

Let's see judge, what is needed to keep someone from leaving a scene after a fight. Obviously the deputies there looked into/investigated the fight as no citations were issued or arrests made. So there was not any reason to keep Edwards at the scene for investigative purposes. Edwards was not arrested as the deputies would need probable cause (remember these two words judge, they may help you make the right decisions in the future) to arrest or detain Edwards any further. So Edwards, like any citizen not under arrest or investigative detention, was allowed to freely leave.

Ddg believes that Judge Arnold is just another ignorant political hack. Unfortunately he sits in a position that allows him almost unlimited power while he makes politically correct decisions. After all judge, could longshanks be wrong? Better to err on the side of the elected officials than to upset the local political apple cart, isn't it? Could that be why Judge Fenn reached a different decision in the same case with former Laramie County Deputy Sheriff Cook?

Sooner or later, the voters of Laramie County will decide that glick has been here too long. How many other deputies will be thrown under the bus by then? Too bad it will be a few years before longshanks comes up for another vote.

Cook 1 longshanks 0

So, one (Cook) of the deputies fired by longshanks from an incident at the Outlaw Saloon has had his firing overturned by Sheridan County District Judge John G. Fenn. Now the question in this case is how much money will longshanks (Laramie County) have to pony up? Don't worry all of you taxpayers of Laramie County, it is just like the Obama government money, not like you have any loss in it (NOT).
  
The other deputy's (Ringrose) case has already been heard and is currently under review by local Laramie County District Judge Peter Arnold. Maybe Judge Arnold will save himself some time and see what District Judge Judge Fenn had to say in his decision.

No, longshanks will not take this lying down. The appeal has been filed with the Wyoming Supreme Court. Will this appeal cost Laramie County more money? Wait and see.

By the way, when Cook was fired, he had just been recently notified that his son would need liver surgery. Of course, longshanks is very good at kicking people when they are down. Way to go, danny boy!

In the meantime, thanks to both deputies for not taking their firing lying down and standing up to the powers that be. It was not easy, but doing the right things never are.

Finally Leaving After All These Years

Now that a certain senior lieutenant has left on leave to be shortly followed by his retirement, some questions arise. Said Lt.'s job (responsibilities) were parceled out to the two (still one more lieutenant than Sheriff Allsop had) remaining lieutenants on the patrol side.

This begs the question, why was this not done earlier? If this lieutenant was sooooo important to the department, why is he not being replaced? If his job responsibilities could be simply parcelled out, why was it not done earlier? Why did longshanks feel it was worth another staff position to keep the lieutenant around for the last eight plus years under his watch? How many street deputy slots were not filled because this extraneous position was kept filled?

How many of the bloated supervisory staff at the Laramie County Sheriff's Department could leave and not be missed? How many years would it take for anyone to notice if they were all gone on vacation? Silly questions, yes. Facetious questions, yes. Does the truth hurt? Of  course it does!

A side note to those who were observed playing the political games while eagerly anticipating their promotional opportunities to lieutenant and to sergeant once this vacancy actually happened. You have shown Ddg your true colors. That is a selfish attitude of self first no matter who gets backstabbed. NOT a nice job, guys!

The Way That It Is Not

It used to be when there was a vacancy in detectives that a memo went out, asking those interested to apply. They were asked for things like their qualifications and their sergeant was asked for input. Why, because detectives was a short term assignment (from two to four years) after which time the detective went back to street patrol with more experiences under his belt. This made him a more experienced investigator in dealing with incidents that were initially reported on the street level.

Now, when a detective recently left the department (without a departure interview, but it would not be the first one in the last few years), one deputy was anointed quickly without any open applications from patrol for anyone who was interested. Whether this deputy is qualified and will do a good job or not is not the point of this post.

What is the point of this post is that now, along with sergeants and lieutenants being anointed, the rank of detective has joined that list. Now the only thing that matters is just that longshanks puts you there. This is a slap in the face to all working deputies that had an interest in working in detectives. Just like the bitch slap that they took on the last sergeant anointment, right CB?

Professional law enforcement agencies have written procedures for selecting officers for promotion or transfer to specialized assignments. This allows officers to prepare themselves through training and work performance to better themselves for consideration when promotion and special assignment opportunities come up. Agencies that follow policies requiring written testing, supervisory evaluation review, and oral interviews for qualified applicants for promotion or special assignments, have fact based reasons for why a particular officer was selected. Secondly, and almost as importantly, they can then talk to each applicant and intelligently inform them of what they need to do to improve themselves to perform better for the next testing.

Unfortunately, longshanks' agency is no longer a "professional" law enforcement agency. There doesn't appear to be a policy in effect that determines how an officer can be considered for advancement. If there is, then they are not using it. It appears that if you want to be promoted or be considered for a special detail, it boils down to who you "know." Too bad. This used to be one of the best law enforcement agencies in this state.

Well, longshanks has less than four years to continue foul things up at the sheriff's department. Unfortunately the next real sheriff will have quite a mess to clean up.

Not The Way To Do Things

So, once again, the lack of professionalism under longshanks appears in the response of deputies to a call from the public. Why is this not surprising? No names will be listed as usual.

Coming from the scanner on a domestic disturbance call:
Deputy 1 goes to a call where the female claims the drunk boyfriend beat her up and took two children in his car before leaving the scene.

With that information, Deputy 2 sits outside a possible location for the suspect. Deputy 2 later notifies Deputy 1 that the suspect drove up, got out of the car with the kids, and went inside without even being contacted by Deputy 2.

Hmmmm, what do we have here???? A reported domestic assault, possible drunk driving and child endangerment, but Deputy 2 takes no action. This must be business as usual for this type of lack of law enforcement to take place at all. Unfortunately it actually is presently tolerated and is allowed to pass for law enforcement on a daily basis under the lack of direct supervision and leadership that longshanks has fostered over the last eight years.

Deputy 3  now goes to back up Deputy 2. Later, Deputy 1 asks if the two deputies are speaking with the suspect, something he may have inferred from the radio traffic. Deputy 1 is advised that no such luck, that both Deputies 2 and 3 are both are still sitting outside the suspect's residence. Deputy 1 has to directly ask the two deputies to make contact with the suspect which they finally do. What has happened to doing your job, Deputies 2 and 3?

Deputy 1 later advises Deputy 2 to arrest the suspect and transport him to the jail for Deputy 1 to do the booking paperwork. A normal request that can happen on any given call. Deputy 2 declines, stating that he "did not witness anything." Deputy 1 requests that they stand by with the suspect until Deputy 1 arrives and arrests the suspect. This they do, although it is hard to believe they took that action given their lack of actions in the preceding circumstances.

Ddg says:

There are a lot of things wrong with this one. The biggest problem is that the improper actions or lack of actions like this are a daily occurrence at the sheriff's department. Deputies 2 and 3 are senior deputies. What kind of a message does that send to the inexperienced deputies that they are training or the newer street deputies? Why did not Deputy 2 take the proper action and make contact with the suspect when he arrived? Why then did the two senior deputies sit on their collective asses? Simply because they could get away with it and DID! When things like this are tolerated and are the norm, not the exception; this has been going on far too long!

Then to advise another deputy that you are not making an arrest that he requested to be made, words simply fail Ddg at this point in idiocy. Simply because they could. Therein lies the problem that goes right up the chain of command with a lack of proper supervision and leaves itself squarely on longshanks' desk. Will this happen again in the future? Don't bet that it won't.

Ddg asks:

Will someone be disciplined for not doing their job now or in the future? Maybe, depending on if it is someone that does not support longshanks. Remember, it's not what you do or not do, it's who you know or who you........, etc. In the meantime, the Laramie County residents have this type of lack of law enforcement and lack of supervision to look forward to for another four years, compliments of longshanks.

One Scared Sheriff

It's what he said! So what does longshanks fear??

According to the wte on 020911 "Right now I'm telling you I'm scared of man camps." Ohhhh no, the man camps are coming, the man camps are coming!!!!!!!

Ddg replies:
Scared of man camps? What kind of a leader are you? Ddg already knows your lack of leadership, but this makes it apparent to even the most hardened glick supporter. Do the deputies not have the training and equipment that they need?  After eight years of being in charge, you have failed to supply the training that they need. Laramie County has another four years of longshanks' overinflated ego along with his lack of leadership to look forward to.

According to wte: with a lack of law enforcement in the rural areas where the man camps may be established, there will need to be an increase of patrol, Glick said.

Ddg replies:
If there is a lack of law enforcement in the rural areas, whose fault is that? How long has that been going on? What does longshanks plan to do about it after being in charge for eight years and why has he not done something before this?

According to wte: requested that the county commission alert him as soon as it knows of a possible man camp moving into the area.

Ddg replies:
Waiting until notified is not an option. Perhaps being proactive and doing something, but that is not what longshanks is about.

According to wte: he said that he would not want to send one deputy to respond to a call at a man camp.

Ddg replies:
So a call for a vehicle identification check requires two deputies? Does a disturbance between two drunks require a SWAT call out?

According to wte: does not want his office to get behind the eight ball.

Ddg replies: So longshanks has not contacted any of the other counties in Wyoming that have had oil development and man camps and gotten information from them to be proactive in law enforcement and make informed decisions? Instead longshanks comes across as the scared and weak individual that he actually is. Laramie County deserves better, but thanks to glick being able to talk the talk without walking the walk, there will be four more years of political promotions, firing of experienced and qualified deputies who stood up to longshanks, and anything else longshanks decides to come up with. After all, he is the leader. You must respect him!

Odds and Ends

From the Ddg comments received section:

(1) ""If anyone can hear me...." (on the east channel) should be a radio transmission for assistance-that there is a problem that you need help in solving. Not just a transmission because you are lonely (afraid?) and need someone to hold your hand. Who is this brainchild that they let go out there alone?"
From Ddg:
What prompted this transmission? Just a deputy who found himself out east where the radio and cell telephone coverage is less than optimal. The real world, not just around town.

Should you be surprised about how many deputies are not used to being by themselves out in the big, open county with no other uniforms in sight?

(2) "Glick was asked to leave the Clown's Den for suggestive behavior"

From Ddg:
So why would longshanks abandon his old drinking hole and go to another one, especially one so far away from his usual haunt? Maybe just a boy's night out? What do you have to DO to be asked to leave the Clown's Den? Probably more than the ordinary actions in a strip bar fueled by alcohol!

(3) "Sgt ************** parked behind the weigh station with a female in his patrol car"

From Ddg:
Wouldn't be the first time a patrol car has been used for other than official business. Anyone remember the deputy caught behind Arp School on night shift some years ago with a co-worker (female) in a compromising position?

Ddg's collective memory does! No, the name will not be mentioned. Either you know or you don't.
