Seems as though an ex-sheriff (longshanks' mentor) was arrested over the Labor Day weekend by the WHP for DWUI.
It's time to wait and see how this is handled in the Laramie County Court system.
Look for pat to be represented by counsel who will undoubtedly run with the "First time offender deferral" as a disposition. Actually, it will be the first time he was caught and not released. Thanks to WHP for not letting this one go. So maybe his alcohol level was high enough to have him qualify for an inter-lock device. This could be interesting. Stay tuned for further updates.

A belated Thank You
and a career well spent to recently retired Deputy Sheriff Billy Swearingin, Charlie 21.
It seemed like an April Fool's Day joke, but that was the last working day for one of the longest serving (and probably the hardest working) deputy left on the street for Laramie County.
Deputy Swearingin was well known for the casework that he did over the years. If anyone was going to get the off the wall case, it was him. The call would not come in as anything special, but when "Big Top Billy" got done with it, it was a three ring circus. It makes sense when you look at the clowns that he has been working for.
The old story about having his patrol car stolen while he was working, Well yes, but he got it back along with an arrest.
Did he ever threaten to drag someone out a wing window of a car? Only once.
Was he the person that you could trust with your life? Definitely!
Enjoy your well earned retirement. Don't worry about us left here in hell. That too will pass, sooner (but not soon enough) or later.

You know it would be funny
if it wasn't so stupid. Ddg knows it takes a bit to surpass some of the bright ideas that longshanks has come up with, but this one is worthy of a true Darwin finalist candidate.
Take newly hired deputies without street experience, allow them to negotiate their starting salary, and let them make more at a starting salary than the certified deputies that have been on the street for some time or are training them. Really?????
Why would that get experienced deputies upset? All is well, pay no attention to the man behind the curtain who is playing fast and loose with taxpayer money. It's in the budget.
After all, the personnel position is now run by one of the captains. No supervision there. There's not much of a step to a re-elected bumbler that only looks forward to being president of the National Sheriff's Association. Maybe a real sheriff could tell glick that is not how to run a department. No, just buy him another beer.
So now the glickster starts putting out the information that the county commissioners will be approached and see if they will give more taxpayer money for pay increases for the deputies that are now paid less than new hires due to longshanks' action. Ddg is sure that information alone will quell the disgruntled opinions being expressed and keep employees happy, happy, happy.
Look at more deputies that will be looking at leaving, not to mention those that have already left just to get away from the toxic employment that has continued to occur at the Laramie County Sheriff's Department. Remember, every time an experienced deputy (either jail or street) leaves, so does the training (taxpayer dollars) that has been put into them and the law enforcement experience that has accumulated. Some other department gets a well trained and happy to be gone deputy. It should make you (as a taxpayer) wonder why some current employees that are actively looking for law enforcement jobs elsewhere get sent to these high end training schools at taxpayer expense.
Look at the shortages of deputies on the street and in the jail. How many extra overtime hours for patrol/jail is the management up to this month in an attempt to keep a bare minimum number of deputies on the job? Does anyone in management ever consider what too many shift hours for too long a time does to the people who work for you?
Burnout, officer safety, the list can go on. Watch the downward spiral continue. Just forget about the mentality in charge.

Thanks for running
A belated Thank You to Dana Kennison, David Martin, and Mike Tuttle who took the effort and time out of their lives to give the voters a chance to make things a lot better. Best of luck to you all in the future.
The voters have spoken for the primary. Unfortunately the majority still didn't realize that glick is certainly not the last word in law enforcement. glick's problems will stay and his solutions will not be effective. The only good part is that longshanks still has to try to solve his own problems and not leave them for a new sheriff if he wins reelection.
The incident with the trailer billboards on Storey just shows how longshanks' mind works. After he was advised that they were a violation and would have to come down in thirty days, he left them up through the primary. Someone with integrity would have had them down as soon as they were notified that the trailer billboards were a violation, but hey, when you are longshanks, you do what you want. After all, he had thirty days. Remind glick of that the next time he preaches doing the right thing all the time.
So what about the Democratic candidate for sheriff? What happens when he gets the Democratic vote along with the Republican vote that will not vote for glick? You know there will be more than a few of them. Could be a new sheriff in town without even trying.
Wait and see, but remember to vote. Encourage others to vote. Remember, Friends don't let Friends vote for glick.

There is no substitute
for a new sheriff. (Sorry to borrow your line) So reads the ad in Traders. Nice.
Seeing the semi trailers with the picture, etc and all Ddg can say is wow. longshanks is really running scared at this point. He is investing quite a bit of money in an attempt to save his failing campaign. Sorry, but most people are seeing that for what it is.
Longshanks is running ads on the "experience" that he did not have before he was elected sheriff. glick's radio ads do not tell you that he was a failed probationary lieutenant who could not do the job and was rightfully returned to a position as sergeant. Actually it should have been back to deputy, but that's another story.
"National experience" and not an FBI National Academy graduate? Oh yes, you have to have more qualifications than a high school diploma to go to the FBI National Academy.
Also having don (one of the two, count them two patrol lieutenants) write a short propaganda piece for the wte left us laughing. Come on, is the hiring process now that bad that people get through it that are not suited for the job of law enforcement? Really???? That particular drivel coming from a person who makes noise about being the next sheriff after longshanks???

More Travel, Less Ideas
"On the road again, just can't wait to get on the road again" goes the Willie Nelson song. It could also explain why prior to an election longshanks explains his road trips as "needed."
Seriously, what has been brought back from other agencies that has been implemented that has actually worked? Most of the changes have not been a result of going and seeing what other agencies are doing. Someone else would probably get on the Internet, see what other agencies are doing, follow it up with an email and telephone calls, and voila, it is a done deal. No pesky travelling, drinking beer at county expense, and telling people how good you are. It's a safe bet that glick doesn't even notice when he is being laughed at because he is too full of himself.
You have a real chance to make a difference in the primary election. Look at the candidates, do your homework, and be an educated voter. However if you want to believe what is fed to you by glick and the local media without question, well that is your choice.

When You Can't Play the Race Card, You Play the Children Card
When you play the "for the children card" (much like the "race" card), it shows how little that you actually have to run on. Talk about an overplayed card by Democrats, how can anyone be against something or someone that is "for the children" routine? Kind of brings a tear to your eye (or at least to longshanks' eyes) or "a little choked up" according to the local rag. To most folks, if it sounds like BS and smells like BS, it is BS.
The "continue to travel around the country and meet with other law enforcement agencies to find and share techniques and best practices to help his office stay current." If this is the case, I guess the department is at the "cutting edge" with ALL the improvements he's implemented ??? Welllllllll let's just say glick is much more interested in being the president of the National Sheriff's Association and taking vacations on the taxpayer's dime.
longshanks complains about "maintaining staffing levels and maintaining staffing levels as veteran deputies retire." How many "veteran deputies" have retired lately? A better question would be how many experienced deputies have left for better pay or working conditions. How many have been fired or pushed out since you took office? How about getting the money that they need and provide a working environment that does not cause them to go to other agencies to get better pay and a much less hostile working environment. How many deputies have you either pushed out or fired without cause in the last four years alone? How much has this cost the taxpayer?
How's those special promotions working out for you? You have your bloated administration, but with a new sheriff, most can be gone and the money used to provide jail or street deputies that are needed.

Just Another Sign of How Not
to act in public, but what do you expect from a stumblebum?????
At a funeral in January held on base, there was a gathering of those that knew or worked with Reserve Sergeant Dyle Channel. Dyle was a great person, both on and off the reserve time. Thanks for your service sir, it was greatly appreciated.
As the time for the service approached, longshanks made his "entrance" and all eyes turned towards him. longshanks began to greet those in attendance, moving down the row of seats shaking hands with everyone. Then he stopped, gave a hard look, and certainly no handshake extended to a current reserve before moving on. This lack of recognition and total disrespect was very apparent to anyone who was there. Of course, the reserve had no idea what had precipitated this and questions were later asked.
The word from above was that this reserve had been reportedly going to be speaking with the local newspaper about longshanks' ineffective and degrading use of the reserve deputy program. Anyone that knows this particular reserve would have known that this report was not true at all. That is not how he does things. (And of course, you know as well that the local newspaper is totally in lockstep with the glickster.) But longshanks, in his infinite stupidity, does something in public that he cannot deny or retract. This act of stupidity cost Laramie County a very dedicated reserve deputy. Thank you to this reserve deputy for your many years of volunteer service, it was a golden gift to the citizens of Laramie County.

Another Election Year
Welcome to 2014 with another election year upon us. Will anything change at 1910 Pioneer???? Think about longshanks looking down on you from one of the newer electronic billboards (sorry, Ddg should have warned before you got that mental image) being politically correct and telling you what a fine job he does. Does this remind you of anyone in DC?
Not likely time for a change as glick must be re-elected to fulfill his current fantasy dream of being el presidente of the National Sheriff's Association.That will give him another excuse (not that he needs one) to be gone from the office.
Who would run against him? Whoever it is would have a long rebuilding ahead. Who in their right mind would want to look at it? The amount of incompetence that has been "promoted" and now has a say in the future promotions is scary to say the least. Of course the current undersheriff and captain positions are appointed so they could leave without any fanfare. A new and actually competent sheriff could run the patrol side without an undersheriff. He would need one captain and one lieutenant that could actually do their job as was done before glick was elected. Remember when glick made a big deal about the prior administration being top heavy with less staff than he has now? "Pay no attention to the man behind the screen. Look, a shiny object." What does that make him, besides a hypocrite?
Dispatch, under the lack of leadership from crumpton (a longshanks' favorite), has continued to spiral downward and dropped to a new low. Yes, Ddg knows that his immediate bosses are the county commissioners, but he would not have been "appointed" there without glick. The dispatchers that want to do the job the right way are not allowed to do it. The general public, when they call in for assistance, get the proverbial twenty questions asked before being assisted. That seems to be the current policy, not the individual dispatchers choice.
What of the short staffing on the street? Does a lack of experience and personnel on the street contribute to a PUBLIC and an officer safety problem? You bet it does. So how far up the chain of command do you go before you find someone that okays a short (lack of personnel on the street) schedule that they should not even consider in the first place. Someone again that was "promoted" beyond their knowledge and ability level and not able to fulfill their job functions. Someone that is obviously not being supervised.
By the way, once the administration tells you that you are fired (without the required hearing) in writing and then are told you are not really fired, can we have the county get ready to write a big check? Not to worry, it's a personnel matter that cannot be commented on. Look for another large taxpayer payout.
In the recent sergeant promotions, the deputies with the years of experience on the street did not test. They know that they would not get the slot because they are not in "favor" with the administration.
One sergeant who was appointed and now will be retiring, has come to realize that he is no longer "one of the in crowd." When you swim with sharks, eventually you will get bit, right B? It was alright when you were doing the biting at command and it was not you getting bit, wasn't it?

Latest Anointments
Just some things from the last few months to ponder. Once again glick shows that it is who you know as the only thing that really counts at the sheriff's department in the promotion cycle.
No testing, just blatant notifications of promotions because, well I'm the sheriff and will promote whom I choose. It used to be that just the captain slots were that way. Now it appears that every promotion will be.
That could be a point in a new sheriff's administration as to certain promotions being valid or political.
As to the promotions to captain, some questions come to mind. Wasn't the new patrol captain the same lieutenant that did the botched internal investigation on Ken Cook? The one that got thrown out at district court level because Cook hired an attorney that pushed his case outside the local Laramie County "good old boys" court system? How much is that costing the taxpayers of Laramie County? Or does that go under win some, lose some?
The latest anointed patrol lieutenant still carries his prior baggage with him. He was not known as an overly efficient street deputy, definitely not a good sergeant, but still a legend in his own mind. Is he still looking for everyone to do him harm every time? Are there any new, undeserved awards to speak of? Remember, he was (and still is) a favorite of the new patrol captain (who had wanted him in that position the last time it came open).
Now you don't test for the sergeant position. The latest anointment to sergeant speak volumes. Why bother putting on the charade of a test when it will be who you know and what they think of glick that gets you the position. The only good part is that they will be known as a political hack, nothing more. Most people would want to be remembered as better than that.
How long will this go on? At least until another sheriff takes over. And then what? A new sheriff will have his hands full dealing with the incompetence in supervision that has been left behind, assuming they stay.
But as long as longshanks turns on the charm, smiles at the right time, empathizes with whomever he talks to, and generally spreads his bullshit as far and wide as he can, don't look for the uninformed voters to change in the next election. Look for glick to start showing up in public to be sure that he is seen.

He was not known as an overly efficient street deputy, definitely not a good sergeant, but still a legend in his own mind. Is he still looking for everyone to do him harm every time? Are there any new, undeserved awards to speak of? Remember, he was (and still is) a favorite of the new patrol captain (who had wanted him in that position the last time it came open).
Now you don't test for the sergeant position. The latest anointment to sergeant speak volumes. Why bother putting on the charade of a test when it will be who you know and what they think of glick that gets you the position. The only good part is that they will be known as a political hack, nothing more. Most people would want to be remembered as better than that.
How long will this go on? At least until another sheriff takes over. And then what? A new sheriff will have his hands full dealing with the incompetence in supervision that has been left behind, assuming they stay.
But as long as longshanks turns on the charm, smiles at the right time, empathizes with whomever he talks to, and generally spreads his bullshit as far and wide as he can, don't look for the uninformed voters to change in the next election. Look for glick to start showing up in public to be sure that he is seen.

What Did You Expect?
Of course there is a problem. There is always a problem when the lower ranks see what the sheriff does or does not do and uses that as their barometer of what to do or not do.
After all when the elected sheriff does what he wants (and there has been a lot of documentation for that) and when he wants, why should anyone do differently?
One lieutenant leaves rather than go through the investigation. Another lieutenant that was put on administrative leave resigned. You know, the one that left before and came back to work at the jail as a sergeant. That shows you glick's direct hand in hiring and promoting who he wants. He wasted little time "kissing" his way up. You have other deputies involved in the same mess. Other employees knew, but didn't act, possibly fearing retaliation from the administration. You have a captain that should have known about the situation, but apparently did nothing. Now he is on the hot seat too.
That lays the problem right on glick's desk. What he should have known and when should he have known it? It is glick's administration and his lack of leadership by example. Just another glaring failure for the National Sheriff's Association to ignore. Well, when this story comes out fully (as it will, bet on that), it will be interesting to see what type of spin longshanks tries to put on it. Look for smoke and mirror comments like:
Uhhh I didn't know................
Nothing in the past to indicate..........
As soon as I found out, gosh folks..............................
Will charges be filed? Or will everything be covered up in house with resignations, etc? More importantly, will other prior victims come forward with information once this becomes common knowledge to the general public? Ddg is already aware of at least one prior incident in 2005.
How much will this cost the taxpayers of Laramie County? Oh yeah, it's only insurance money (self-insured/taxpayer/YOUR) that covers it, kind of like obama money.

Only Two Applicants
The latest patrol sergeant selection was from two, count them, two applicants.
One applicant had about five years on the department, the other applicant had close to twenty years with the department. This is not a post about the qualifications (either good or bad) of either applicant.
What happened to everyone else? In times past, there would be a rush of applicants for the written and oral testing once the open position was announced. The selection would be made using the rule of the top three who qualified. It appears that the deputies have finally gotten the message from longshanks. That is "Don't bother testing because we will pick who we want-when we want." That message has been demonstrated with promotions before and now it appears the message has got through.
Too bad, but that is the direction that the department has been going for some time-DOWNHILL.

Community Safety/Federal House Bill 218
The bill (Federal House Bill 218) basically started with the idea that allowing former/retired law enforcement officers to carry a weapon would make for a safer community. So the federal law is now that former/retired officers who are currently qualified with a handgun may carry that handgun, irregardless of local law.
So, what has longshanks done to allow retired deputies from the sheriff's department to qualify and carry a weapon under this act?
Nothing at all. More than several words have reached Ddg regarding the non-qualification of retired deputy sheriffs.
Other local departments (like the Cheyenne Police Department and the Wyoming Highway Patrol) do get their retired people qualified and also notify them on a yearly basis when the qualification will be. How hard can it be to notify retirees of a shoot date and time? This must be too much for the overstaffed administration that glick currently keeps employed.
For years now, the Wyoming Sheriff's Association has issued a yearly sticker that is attached to a retired officer's identification card to show that they are qualified.
Retired deputies from Laramie County have had to go to other law enforcement organizations in order to qualify with a handgun and thus be legally armed and dangerous to the criminal element. From the information received, no they don't have the sticker.

Wyoming Supreme Court Decision
The Wyoming Supreme Court (WSC) issued a ruling today (032812) regarding the case of former Laramie County Deputy Sheriff Ken Cook. Read the whole decision on the Wyoming Supreme Court web page. Look under Supreme Court Decisions.
WSC:
"We agree with the district court that the record does not substantiate the sheriff's findings that there was sufficient cause to terminate Deputy Cook's employment with the sheriff's office.
We therefore, affirm the district court's reversal of the sheriff's decision."
Slam (by Judge Fenn) and dunk (by the WSC), the judicial system got it right. Of course Ddg suspects the local "media" will ignore and/or bury this story from the voters.
Okay, now let's see how much this illegal firing will cost the tax payers of Laramie County for retaining and promoting staff incapable of handling a simple personnel problem, and for re-electing a sheriff who doesn't recognize the weaknesses of his own staff. Cook should collect every cent that he can on this one.

R. I. P. Sgt. Leonard Crozier (Sam 5)-Cheyenne Police Department Retired
We lost a true hero this week. Leonard Crozier left us on Monday March 19th, 2012.
Leonard was a Cheyenne Police Officer who was later promoted to sergeant.
For those of you that had the honor and privilege to know and work with Leonard, no further words are necessary.
For those of you that never knew or worked with this amazing person, Ddg cannot adequately express the great person that Leonard was, both within and outside of the law enforcement profession.
Suffice it to say that Leonard looked a lot scarier that he was. Leonard had advice to give and was a mentor to many of the police officers and deputy sheriffs over the years.
In better words from George Orwell, Leonard was a reason "people sleep peaceably in their beds at night only because rough men stand ready to do violence on their behalf."
When Leonard started losing his sight, he bemoaned the fact that he would't be able to look at the pretty girls.
Thank you Leonard Crozier for standing on that thin line as you are still probably doing.
Heaven needed a junk yard dog with a heart.
Although Leonard did not want a memorial service, raise a toast to him when you can. Those that we do not forget are still with us.

Would someone tell me I'm right?? Please??
Read it for yourself online. Wyoming Supreme Court Docket #S-11-0152 where longshanks files an appeal in an attempt to overturn the decision of District Court Judge Fenn in reversing the firing of Deputy Kenneth Cook. Once you read it, including the appeal to the Wyoming Supreme Court through the Laramie County Attorney, you can make your own determination as to the level of stupidity involved. Ms. Hackl is not to blame. She is doing her job, distasteful at times as it is.
Quoting Judge Fenn that
"findings by Sheriff glick (small g is by Ddg) regarding each violation were against the substantial evidence elicited during the hearing."
"The sheriff does not give a clear reason for finding petitioner in violation of this policy......."
Judge Fenn notes that the testimony of Lieutenant Gesell during the hearing did not support the paperwork she filed for the termination of Deputy Cook. Captain Hillegas merely rubber stamped Gesell's findings. We've been told by people that know that this is not a surprise to anyone who works at the department and knows "Sounds Good To Me."
Then longshanks agrees with his staff (how could he not) in terminating Deputy Cook, after obviously not listening to the evidence presented with an open mind although he was in attendance for the hearing. Kind of like longshanks already had his small, closed mind made up before the hearing. Not much of a surprise there, folks.
So now glick's firing will cost the taxpayers of Laramie County (that's you folks) the wages of Deputy Cook since the time that he was wrongly fired. This is along with other damages have yet to be determined and awarded by the court once Judge Fenn's ruling is upheld.
Does this mean that Deputy Ringrose's related firing will also be appealed and overturned? Of course Deputy Ringrose's case was decided in Laramie County District Court by Judge Peter (Having my opinion overturned is just something I live with because it happens so often) Arnold.
